Application of the solution:

We offer an integrated information system meant for state and municipal law enforcement institutions. The system ensures centralised collection, analysis and use of the data necessary for a specific entity. The on-line data are needed to ensure security measures within the framework of struggle against crime and terrorism as well as for crime investigation at national and regional level. The system provides database-level integration with primary registers on national and municipal basis such as register of inhabitants, register of enterprises etc. and other national and international security systems, e.g. frontier control IS, fingerprint IS, Interpol IS, etc.  

System description:

Components:

To improve effectiveness of struggle against crime and terrorism the relevant institutions need operative and precise information. Based on the previously acquired experience the integrated security system is formed according to the following structure:

• Integrated databank;
• On-line reference file of the persons that have been punished and come within the view of the police and other security institutions;
• Statistics of crimes. 

In the integrated databank the data concerning the below mentioned objects are registered, stored and integrated:

• Event;
• Person (a graphical image can be available);
• Invalid document;
• Weapon;
• Investigation;
• Criminal case;
• Punishment.

The system will make the processing of the documents to ensure data grouping around register objects. The system will arrange, control and ensure data integrity.

Search modes:

The staff of law enforcement institutions is basically interested in receiving complete information on register objects, therefore the information input from different sources should be integrated by strictly defined register objects. The purpose of data integration is selection of complete up-to-date information on any register object no matter where and when the information was input. The search request can be made by:

• Person;
• Event;
• Weapon;
• Vehicle;
• Address;
• Organisation;
• Person, vehicle, weapon, property investigated;

The system’s references are available on:

• Investigation events;
• Owners of transport vehicles;
• Owners of weapons;
• Offences committed by persons and persons’ previous convictions;
• Mutual “links” between the persons etc.

The search is carried out using a specific register object e.g. “Person”. It is possible to request search by all attributes of the register object: name, surname, personal ID number and others. By the request the necessary information on the register object will be output as follows:

• Data about investigation;
• Data about addresses;
• Data about related persons;
• Passport and other documents data;
• Data on offences and punishments;
• Data on the weapons owned;
• Photographs;
• Nicknames;
• Data on vehicles’ ownership etc.

The system provides also complete search functionality and search by both individual objects and set of criteria of a number of interrelated objects.

Signal system:

The signal system ensures two types of monitoring:

• By an object. Automatic output of “signal” information related to the specific object.
• By defined conditions e.g. the person having a weapon permit is not allowed to commit more than 3 administrative offences in a years time. The system monitors this condition and informs the user.
